User State Migration Tool

I am trying to use the Microsoft User State Migration Tool (from the WinXP CD) to transfer user settings from Windows98 to their new Windows XP machines. I have not made any changes to the .inf files supplied by Microsoft. When I ran the tool on a Windows2000 machine I had no problems. However; when I ran it on a Win98 machine I have a problem when I login after running the loadstate command on the WinXP machine. Basically, when I try to login it seems to authenticate me, but then it just kicksme right back to the Ctrl+Alt+Del screen. This is the command i used:
scanstate \\<ip address>\usmt\<user name> /i migapp.inf /i migsys.inf /i miguser.inf /i sysfiles.inf

I then used the default loadstate command.
Any ideas?

There is a version of the USMT to use with Win 9X. It's locate on the XP CD USMT\ANSI. Try it out.

Yes, I have tried that. Basically the tool won't run under Win98 unless you run it from there.
