User State Migration Tool

I am wondering if anyone out there has successfully used the USMT to migrate WinNT user settings to WinXPPro? If so, what steps did you take to edit the .inf files? I must be doing it wrong. I can’t figure out why the user’s start menu links and programs are migrated. for example, we use RAdmin, and that actually gets, migrated (the .exe files)and the shortcut to it. I don’t want all that; just the users settings, like wallpaper, favorites, cursors, etc. If you have a stripped down .inf file, let me know!
