User32.dll fails to initialize

After installing the Norton "Ghost" product for the second time in six months, my marquee screen saver generates an error message when it tries to start. In fact all screen savers generate the same error message. It basically states that the User32.dll has failed to initialize. I have re-installed Service Pack 5 after the "Ghost" was installed without any change.
The only fix I had the last time was to completely re-install the OS. I am open to suggestions.

This can sometimes happen if you have mismatched versions of gdi32.dll and user32.dll after installing software. However, reinstalling the SP should have fixed this.

Instead, check any associated services and try setting them to Log On As: SystemAccount, and make sure you check "Allow System to Interact with the Desktop".

Microsoft's answer does not explain what to do if your registry does not match their example. Thank you for your reply.
