user32.dll fails to initialize

After deleting a bunch of temp files to gain hard disk space, this message started appearing. I went to the microsoft links listed in an earlier post which did not help.

I did and it did not help. The registry was already setup the way Microsoft suggested.

have you taken the time to look and see if the .dll is there? The file size should be 325kb and it is located in C:\winnt\system32

I surely did. I even reapplied sp6A to be sure it was there.
