Microsoft Knowledge Base Article - Q326152

PRB: Cannot Connect to Domain Controller and Cannot Apply Group Policy with Gigabit Ethernet Devices

The information in this article applies to:
Microsoft Windows XP Professional

SYMPTOMS
WindowsXP-based systems that use Ethernet devices may not be able to join an Active Directory domain, which aborts the Group Policy download process. When this occurs, a series of events are written to the event log. For example:

Event I 1054
Source: NT AUTHORITY/SYSTEM
Type: Error

Description: Windows cannot obtain the domain controller name for your computer network. (The specified domain either does not exist or exist or could not be contacted). Group Policy processing aborted.

Data: (unavailable)

CAUSE
The problem occurs because link status fluctuates as the network adapter (also known as the network interface card, or NIC) driver initializes and as the network adapter hardware negotiates a link with the network infrastructure. The Group Policy application stack executes before the negotiation process is completed and can fail because of the absence of a valid link.

STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article

You will get this error if you are not connected to the network at the time you login. That is normal.

If you are connected to the network (physically), then you should not be getting this message.

What OS and version is your server? You may need to remove your computer from the network domain (back to Workgroup) and reboot. Then change the domain back to your domain (you will need to login with administrator rights) and reboot again.

If the computer is logging into multiple domains, you might want to consider third party software to pre-configure the domains and choose on boot which domain you are connecting to:
