users can view files of the others?

By assigning a user to a “standard user group” (or power user group) with a password for accessing Win2000 system should prevent him to view others’ files. But actually he can still view their documents through “Documents and Setting” folder under C:\ directory?

Any more settings should be done to restrict one to access the C:\ and subdirectories?
