Users cannot view some of my contacts

I have a strange problem – users I have given permission to cannot view some contacts in my Contacts list? Even when they create new users, they do not appear but have been created and do appear in my list?

Any help would be appreciated.

Check to be sure that the new contacts are not marked as Private.
