Users not able to print over the network

My name is Mr. Larry D. Wilson, System Administrator for HHC 1st Signal Brigade. We are running NT Sever 4.0 with SP6a. We are having a problems with users printing over the network. Administrators and Domain Admins can print over the network. The everyone permission has been added to user manager for domain/polices/users rights, “under access this computer for network” however user still can not print over the network.
Spooler has been restarted. This problem started today, yesterday users could print. Can you please assist me. Thanks
