Users profiles and exchange server

I am a support person with a large company that is country wide. They recently moved all email to their corp. HQ and all extended locations removed their exchange blade servers and sent them to HQ.
We no longer have domain admin. rights to change any thing. After the email move to corp. every thing seemed to work great until we started to move people to new cubes.
Their outlook profiles did not follow them; we had to reconfigure every user as they moved.
The exchange person at corp. told us this was normal. We move users every few months and have work at home people in for training all the time.
If they do not use the same computer we have to configure outlook for them.
What is our corp. office not doing to fix this problem? I have done a ton of research and it all points to the people who control the exchange server and the office install.
What do you guys think?

roaming profiles, this is normal. When they move to a new system, Outlook will need to be setup for them (along with the user profile).

Another option is to have them access through OWA (Outlook Web Access), even a generic local machine logon can allow them to access their email.
Of course, you may need to convince the exchange server peoples to set it up
