Using a VGA monitor ON RGB+I output

I want to connect a modern VGA monitor on a system that uses RGB+I, Hsync and Vertical Sync outputs. Trouble is horizantal sync is at 15.6Kz. Those i have tried cant display. Any circuit i can build to convert horizantal above 30Kz>?

What is this unit exactly?

If this unit has a horizontal sync of 15KHz - what rate is the vertical running at?

My system is an old make measuring unit whose output was designed for the old TTL rgb Monitors. I want to change it to use standard VGA Monitors. However the horizontal is 15.6kz which my monitor can not accept.
