Using IE as a locked down application interface

How can I use IE (or another browser) to:
a) launch automatically on PC start up
b) go to a specific ASP site (and perhaps log on autommatically
c) lock the browser so causal users can't screw up the PC?

OS is WinXP on an intel PC.

This will be used as a single purpose device in a hospital emergency department.

This is the replacement for the Microsoft Shared Computer Toolkit. It has some nice options and is available as a free tool.

Another option would be to manually lock it down. Set the home page as the link you desire. and place IE in the startup. Also read on IE as a Kiosk
