Using Sharepoint to Manage ITIL Change Management

I've been asked to implement a change management process for an organization. Does not use service management tool like remedy, they do use sharepoint for Team sites. Has anyone used Sharepoint to drive the change management process from Creating a request, approval and review? If so how is this done? Is reporting and auditing possible? Is there much development work required?

Microsoft has made a free Change Management System template for sharepoint

I could be wrong but, my guess is that it would take a whole lot more development work than you expect to get what you want. But I admit I have not looked at the microsoft sharepoint application templates:

I am also looking to implement a SharePoint Change management system. Is there a place where I can get screen shots of this template from Microsoft?

It is rather disappointing. Think I will be looking into the new MS Service Management app instead.
