Using WEB Outlook With Windows 98SE

The home office required everyone to switch from Express to Outlook (web). I cannot create contact folders, address book, etc. If I walk across the hall on a computer using Windows 2000, everything works fine. Is there a way to make it work on my PC? I am using Windows 98SE.
