VB 6.0 doesn't recall Toolbar Customizations

Each time I load VB6 I have to customize the toolbar. VB6 apparently does not save my preferences. This began when I upgraded from a Windows 98 computer to XP Pro.
Can anyone help me with this?

Perhaps you need administrative privileges?

98 was less concerned with security.

The VB6 may have been installed in such a way that it expected to have administrative privileges, and now perhaps your XP Pro user account does not have administrative privileges? This would result in VB6 (while you are logged on as a non-administrative-privilege user) being unable to write to an .INI file or to registry keys (to save your preferences). Try logging in as an administrator, and then see if your changes "stick".

You probably want to do development as a user with administrative privileges anyway, as when you finish a program and build an installer, you won't be able to test the installer as a non-administrative user anyway.
