Verticle Scroll Bar Jumping

When browsing all Internet sites cliking on the space in my scroll bar results in it jumping up or down several pages instead of one page at a time as it had previously done. In the Tools, Internet Options, Browsing, the “use smooth scrolling” box is checked. How do I revise this to just go up or down one page at a time?
