Video to DVD. Looking for Recommendations.

I’ve used several tools to create video DVDs from .AVI, .DivX or .Xvid files. But none of them have impressed me much.

The goal is to create a DVD of video or videos that is viewable on a TV using a DVD player.

Do you have a favorite program for creating video DVDs? If so, please pass it along.

Of course, I’d prefer a free one, but I’m not opposed to paying for quality.

Ideally it should be able to quickly convert video files to a video DVD. The ability to easily create menus would be a plus. High quality output is a must.
