You can download a freebie called ItweakU at http://www.jockesoft.com/program/itwkule.exe
You can change the registery through it to display the thumbnails.
If you'd prefer doing the job yourself then you can edit the registery.
the key that controls the thumbnail preview for JPGs is
HKEY_CLASSES_ROOT\.jpg\ShellEx\{BB2E617C-0920-11d1-9A0B-00C04FC2D6C1}
and it should be set to 7376D660-C583-11d0-A3A5-00C04FD706EC

I seriously recommend you download Paint Shop Pro at http://www.jasc.com. It will allow you to view an entire directory of images as thumbnails while keeping an explorer-like directory structure on the left enabling you to browse other directories of images.

It's also very useful for other stuff too. It's like a very watered down version of Adobe Photoshop. The browsing feature alone makes it well worth the purchase. You get a 30 day free evaluation.

I prefer SuperJPG it's very similar to Paint Shop but a lot cheaper. Just search for it on Downloads.com
