Virual Memory Error…

I am running Win2k and whenever I try to open a photo on my computer I get a Virtual Memory error wanting me to expand the size of it.I have uninstalled the photo software twice and even increased my paging file and moved it to my D:\ partition but I am still getting the error. No other programs are running in the background and I have 512mb of RAM. Any suggestions?
