Visio 2000 Hangs

When opening a document in Visio 2000 running in W2k, it launches Windows Installer and hangs the PC.I have to use ctrl,alt,del to end the task. The Cancel button does not work. However, I can double click on a Visio Document in Explorer and Visio launches fine.
