It has Live Mail which is located on the M$ Servers not the local computer.

So what exactly are you opening here?

To see if there is anything to export

To export the messages from Windows Mail in Microsoft Windows Vista, follow these steps:
On the File menu, point to Export, and then click Messages.
In the Windows Mail Export Wizard, click Microsoft Exchange, and then click Next.
Click OK in the following message:
This will export messages from Windows Mail to Microsoft Outlook or Microsoft Exchange
Note If Outlook is not open, select the profile that you want to receive the messages, and then click OK.
To specify which files to export, click All or Selected Folders, and then click OK.
On the File menu, point to Export, and then click Messages.
The folders and contents will appear in the In box of the selected profile in Outlook. The date and time of each message are the date and the time that you exported the messages from Windows Mail.

If you have existing Mail in the In Box try either moving it to another Folder that you have created or deleting it and see if you can now see any missed Incoming Mail.

Failing that delete the Account and reestablish the account or try creating a new Mail Account and importing the mail from the old account before deleting it.

If the User Profile in Mail has been corrupted you may be unable to read any missing E-Mail 😉
