Vista will not boot

Windows vista on a HP Pavilion lap top computer will not boot.
Save mode also does not work. the screen with all the drivers loading comes up then stops and nothing happens.
If I try booting in normal mode it comes to a blue screen and stops.
If I try to get into recovery manager and it does not work just blue screens from disk and from the hard drive.
Does anyone know what might be wrong, I think it might be the motherboard?

When booting into Safe Mode and the screen appears to stop moving - how long have you waited?

I'm asking because every computer, booted into Safe Mode, LOOKS LIKE THE SCROLLING LIST HAS STOPPED but it hasn't - it's still booting!!

So - how long have you waited ??

I wait about 5 min.

If I boot with system recovery CD or By using system recovery in the hard drive it comes to a blue screen and then nothing

try giving it longer than 5 minutes, can take longer than that.
What is the error message of the blue screen?
