Visual Basic Program/Application Wizard

Iam trying to construct a personal address book
using Random Access Files entry to store data.That will allow you to input name,address,phonenumber,
and notes for each person entered. Will allow user
to enter last name,frist name,address(allowtwo lines),state,zip code,and phone number in text boxes. It will also include a notebook that allow you to place notes on a record. I to create a pseudo-toolbar with commands New, Next, Previous, Delete, Search, Exit,Phone,And Notes. If there areno more files a dialog box should come up stating that fact. Everyone pseudo-command should show a dialog box to explain the action. If a name can't be found a special dialog box should show this then Exit menu should program to exit.

This is not an answer to the question, though it may be an answer to the problem. Use a table of persons and a fairly simple form to access that table. At the top of the form put some combo boxes for search by name, etc. I am not sure why you want random-access files or a pseudo toolbar. In Access at least you will get suitable navigation in your form automatically.

First of all Iam not using "Access",Iam using "Visual Basic Application Wizard" This is where I want to build the Project I would like to know how I would start from there not "Access"

You may take a look at the sample codes posted in www.planet-source-code.com . There are several VB projects posted there that you can study and maybe eventually adapt to your own project. Hope this helps.
