What are the important steps that need to be considered when implementing a VPN "Proof of Concept" pilot project?

Since you are starting a new VPN your biggest concern should be QOS (Quality of Service) not cost.
The real problems that you will run into are:
1. How are you architecting your VPN (ie Firewall to Firewall, Server to Server,etc.)
2. Use dedicated devices at each end.
3. Start with high band (10 MB or better)width connections. Don't begin with a T1 and plan to upgrade later. There won't be a later
4. In supporting your solution never assume that either side is guilt free. The more you expand it the more likely you are to have outages.

In my solutions I only connect out my Data Center at 100MB connect speeds and exclusively use Cisco PIX firewalls to support them. I use HP Network Node Manager to get SNMP traps and traffic usage reports to support my need for high QOS.
