VPN 930 error

My VPN server was working fine but for some reason no users got the Error 930, “The authentication server did not respond to authentication requests in a timely fashion.”

as soon as i restarted teh server everything went back to normal, but microsoft says it has to do with the IAS, do i need to have IAS with VPN? any ideas why a i got that error?
