VPN setup on Windows 2000

I am attempting to set up a Virtual Private Network connection on a Windows 2000 server. The server is on a 10-net address, and the second NIC has a private address on the 192.168 network.

For some reason, I can start the RRAS service, but when I try to view the properties to set up the VPN, it gives me an error stating that I do not have the privileges to view the properties. I have tried logging on both as a local admin, and as a domain admin. Any ideas?
