Yes it can be done, however the definition of vpn might be stretched a bit as you eliminate more and more parts that make vpn secure. The most common application that I have seen for your described scenario is VNC located at

And here is a site that probably covers all other types of information you might want about vpn's.

http://www.vpnlabs.org/

Vnc actually works pretty neat.

Hope this helps get you on your way.

The main problem that you are going to encounter on this connection, is that one of the computers will need to have a static IP address. Most ISP only provide dynamic IP addresses.
There are services available that provide some level of security for the type of configuration that you are trying to establish, but that would be on a service hosted VPN. (I assumed that you were looking for a VPN solution that did not involve 3rd party hosting).
If you have any questions specific to the VPN issue, feel free to email me.

The first question to get answered is does your ISP support the VPN client that you are trying to use. If using Microsoft Virtual Private Networking then you can make a connection from dial up networking.

If using Microsoft Virtual Private Networking then you can make a connection from dial up networking using the remote workstation IP address as the number to call with the MSVPN adapter as the device type.
