VPU and Disc Drive fighting for RAM???

My last post talked about how my computer would hang to the point that typing was so slow text would appear 10 seconds after i typed it. Now this is a 64-bit CPU with 1GB of RAM. It should NOT be doing this. Ive narrowed it down to my VPU (video card) and my Disc Drive. Its quite funny to an extent. It also effects my audio. WHen i listen to music, theres any sound, it skips. and upon closer inspection i realzed, it skips in beat with the LED light on the CD/DVD Drive. Funny huh? THe LED will go ata million miles an hour, and so will the audio. And with closer inspection it really dose skip with the beat of the LED light. Its very wierd, and i had an IT guy say to me that my VPU and Drive were fighting for memory? Could someone please xplain to me this and fill me in on how i can fix this. Itd be much appreciated. If it helps my PC specs are as fallows:

AMD Athlon 64 3700+
DVD/CD-RW (burns DVD/CD's not the newest drive in the world, fairly old. is it coming to its death?)
Geforce 4 TI 4200 8x AGP 128mb(which i recently had overclocked to its max threshold for a wghile, and recently stopeed overclocking when i started getting these problems, im geussing it might be the cause of all this)
