I assume that you're running Win95.
You can extract this file from the Win95 cab files but probably much easier
is to remove and then add the Client for Microsoft Networks.

1. Click Start, point to Settings, click Control Panel, and then
double-click Network. If the Client for Microsoft Networks is on the list,
then remove it. Follow the instructions on the screen and restart your
computer when prompted.

2. Click Start, point to Settings, click Control Panel, and then
double-click
Network.

3. Click Add, click Client, click Add, click Microsoft, click Client for
Microsoft Networks, and then click OK.

4. Follow the instructions on the screen, and restart your computer when
prompted.

If you prefer to extract the file, then this article may help you:

Enjoy.
