W2k accessing CD-R w/ a large 665mb file

Hi, All,
I am having a problem with a Kodak CD-R 74min.
It has a data file of larger than the capacity of 650mb. Actual datafile is 665mb. I did not burn the CD, so I have no idea other than that the file is an MPEG with DAT extension.
Everytime when I click on the file through the Windows Explorer, the Explorer stop responding.

How can I copy the file to my HDD?
How can one burn the CD-R exceeding the capacity?

So far, I could not even test run the file with any MPEG compatible program. All my programs such as ATI multimedia, Power DVD, Quick VCD player stop responding as soon as I start to run the file.

The basic system configuration.
W2k, PIII866, 1.2G SDram, 40G Maxtor, Pioneer 16x DVD, SONY 24x10x40CDRW.
