W2K file accessing

I looked at all of my user’s settings, and insured they were “power users”, with full access.
My problem is that the W2K computer seems to not allow a remote user to access his files, without asking the remote user for a password. This happens everytime I double-click on any W2K machine’s files from a remote W98SE machine.
Do you think it has anything to do with the remote machine being on W98SE ?
