W2K public access pc lockdown ?

What is THE method to lock down a public access pc so it can only browse the Internet and not run any other programs, Yahoo messenger, change background, etc. I can do most of it in local security policy, but can't lock program access. I created a package with "Internet Explorer Administration Kit" which works but if I only allow Iexplore.exe as the only program to run, all Java applets fail.

Sounds like you need the public kiosk mode, where everything is shut down except for IE running in full mode.
Technet article Q198771 talks about what to set to lock down the Win2K desktop:

And to start IE in full-screen kiosk mode, you start IEXPLORE.EXE -k

You mentioned that you set local security policy.
With Policies Editor you can restrict which executable is allowed to run. You can try to use it from Default User\Restrictions\Run only allowed applications. Also add this computer and set for it inNetwork\System policies update\Remote update
You can make combinations with: Default User, Group of users, Default computer or Specific computer.
