W2K – Remote Control Manager – Can’t remove it

Have an old W2K system given to me. I’ve been cleaning it up, scanning for malware (not too much serious there) and updating it. It came to me with what appears to be a W2K icon (a small computer pix) in the systray labelled: Remote Access Control Manager. I can’t get rid of it. When you right click on it, there are two options: Status and SetUp. Status you can pull up but SetUp is greyed out. I am on the Admin account BTW. It seems to be bound to the IntelVPro NIC and the Status box shows the IP add in the Status box when invoked. There are no other settings I can touch. In the StartUp, (I use Mike Lin’s little startup util) it is disabled. In Services.msc, I see the Remote Control Mgr service and it is Started/Auto but am unable to Stop it without, “Windows could not stop the service. No error was reported. Call your administrator” (paraphrased here). I set it to Manual or Disabled, it still comes up Started. I see it’s dependent upon Telephony Service which I can disable but then W2K will generally reboot after a minute or so without warning so it has to be left on so I can deal with the first issue.

Anyone familiar with how to disable this rascal?
