W2k WINS uses wrong NIC in dual homed

I installed W2K server on dual homed system. The system is setup as a member server in a Workgroup and not as a DC; AD is not running. One NIC is for my cablemodem connection and the other for my internal LAN. Both NICs have TCP/IP installed. "External" NIC has TCPI/P set to get IP address etc. automatically from my ISP; the other has a fixed IP address and subnet mask no gateway, my ISP's DNS server is primary DNS, WINS is local LAN IP address. After installing DHCP and DNS for my local network, MCC shows them correctly attached to my "Internal" NIC. I installed WINS. WINS attaches itself to the "External" NIC. If set it up for the "Internal" NIC using the MCC snap-in for WINS, and then do a refresh, MCC shows it attached to the "External" NIC and the icon in MCC shows a RED 'X'. The message says that it can not find the WINS server. What am I doing wrong??
