W98 fails to identify PCMCIA card

I have a Hitachi laptop (SA300-23T) with Windows 98. I have a 3Com Megahertz 56K Global Modem PCMCIA card for it. It was fine to start with, but I can no longer use it (not responding). If I remove and re-insert it I get:

PC Card Troubleshooting Agent

Windows is not able to identify or use the inserted PC Card device because there is no memory area available to communicate with the device. You must make a memory area available before this device can be used.
Check your computer’s CONFIG.SYS file for a memory manager that is excluding upper memory regions between A000 and FFFF. OK.

Can anyone help solve this, please? I have tried re-installing Windows but this does not help. Other PCMCIA cards, e.g. Xircom Credit Card Ethernet, produce the same result.
