Want to use cellular service on laptop to dial into remote analog modem.

Old school: plug analog phone line into laptop modem, and use hyperterm to dial into remote analog modem (Out-Band-Management of router).

New school: is it possible to accomplish above via cell phone or air card in laptop? If so, how? If not, is there any modem bank service available on internet?
