Want WinAT to shut down a workstation

I am looking for a why to shut down specific workstations at a specific time using WinAT. I can shut them down from a command prompt with no problem. I can get WinAT to shut down the machine if I have put a batch file on the users root(which is read only for them), with the shutdown.exe. However, in testing, it won't work when the user is logged in as themselves. It only works if I am logged in as administrator. Any ideas?

Rather than use AT command to schedule an automate shutdown, I used the Scheduler thinie within NT. Make sure an Administrator group account is used to create that (toward to the end, it'll ask for account and password). Good luck!
