Way to reduce user rights on server access via RDP?

I have a user with Print Operator permission who logs onto a domain control and manages print jobs. Recently he he's with a license manager which cause the service to go down until I restarted it. If there a way to further lock down his access so he can't message with other programs not relateing to printing!? Thanks!

Remove the user from the print operators group. Then open gpedit.msc and add the users account in the Allow Log on Locally Right in Computer Configuration/windows settings/security settings/local policies/user rights assignments. Add his user to that group and then change the security on each printer to manage for documents and if they need to change settings manage printers. I have not tested this and am not able to at this moment.
