WD 160GB HDD Permanently set to 58.5GB

I believed this happened when I first started using Vista. This HDD's full size was 160GB, but somehow Vista managed to shrink it to 58.5GB.
I have tried using bootable Partition tools, and everything recognizes the max as 58.5GB. Even when installing an OS, it sees it's max partition size as 58.5GB.

Does anyone know a way of recovering the lost 100GB?

Start off by looking at the HDD itself

Is there a Jumper on it that Limits the Size of the HDD? If there is move it to a different location or remove it completely depending on what the Legend on the Drive Indicates.

If that is not the issue which I think you will find is you need to Wipe the HDD with a Utility like Kill Disc

Then using a Formating Tool check to see what is available to format and format as required.
