WD 160GB HDD Permanently set to 58.5GB

I believed this happened when I first started using Vista. This HDD’s full size was 160GB, but somehow Vista managed to shrink it to 58.5GB.
I have tried using bootable Partition tools, and everything recognizes the max as 58.5GB. Even when installing an OS, it sees it’s max partition size as 58.5GB.

Does anyone know a way of recovering the lost 100GB?
