We have sound problems!

Recently, our sound card AC97 attached to a 4in1 driver motherboard stopped producing sound. After unsuccesfully trying to find its driver to download, we went out and bought a new cheap philips rhthmic edge PSC702 sound card. We have disabled theold sound card in BIOS, rearranged our sound card so its away from other cards, reinstalled the philip’s sound card, keyboard, and mouse, but everytime you use the keyboard, mouse, pen, or the computer is processing their activity is heard in a loudand disturbing manner. I believe it to be a programable issue something in BIOS. Also, when we download it states time clock has expired and no cords are crossing or near power supply. We have an intel 733MHZ, 10.2 Seagate, 256MB
