Web browsing is hanging up

Hello,

I’ve got a home user that is having some troubles that have me just a bit perplexed. Whenever they try to pull up a new web site (that is, content that is not already stored in cache or temp files), the site will load about 95%, and then it just hangs. And hangs. If we hit refresh, the site loads no problem (I would guess because most of the site is already stored in temp by then). This behaviour does not seem to be limited to a specific browser, it was doing it in Firefox and IE7. They have other computers on their home network and none of them are exhibiting these same symptoms. I ran a complete scan with Spybot and found a few things but nothing really significant. So I tried running in selective startup with all non-MS services turned off, still no difference. I tested the PC’s connection to the gateway, it was fine with no interruptions. So I’m somewhat at a loss as to what to try next, outside of a complete OS wipe. Any thoughts?

OS: XP Media Center SP2
Proc: P4 3.6 Ghz
RAM: approx 1.5 GB
