Web page not available IE 5.5 SP1

While in a networked office, when a user with W2K diconnects the laptop from the docking station and reconnects it with a network connection, open IE (5.5 sp1), IE thinks all web pages are offline. The user clicks on Connect and our Dail-up settings box appears, even though we have the connections settings as “never dial a connection. Any reason why this is happening? I reviewed all the group policies and all are correct.If I log into the laptop as another user, there is no issue, cannot replicate the problem
