web proxy use in education

i work for a local LEA and we recently seen an increase in use of web proxy bypassing any filtering system. i add all the web proxy address to the black list as i am aware of them but now i spend too much time doing that and new address are coming thick and fast. Anyone out there with any idea?

of proxy bypassing and have everyone sign it. In the policy, make it clear that if users bypass proxy servers, that there will be reprocussions (such as suspension/etc..).

Make it clear to everyone that any sites being blocked are for a good reason (such as security,content,etc.).

of course you are right, however this if needed has only limited impact (user must respect it) and really only efficient with staff and not pupils. Our Policy is in place and now i am looking more at software/hardware or/and strategy in a more practical basic.

The other alternative will be very problematic as well

my other option is to blacklist everything except what domains are specified to put on the white list.

but this will really be labor intensive as well.
