How can I get my website on as many search engines as possible? Second how can I assure that my website is on the first page of the various search sites after a client clicks on search? Is this a money issue, do they charge annually or by how many hits, or what?

Yes.Search engine sites has got a search engine submission page where you can submit your website.only few search engines are free,for others you got to pay for your submission.
