Website error 403 after moving site

I’m moved Netscape Enterprise Server 4.0 to a 2000 server.(previously ran fine on Linux Cobalt Cube, no alias) added new alias to DNS and now whenever I make a change to an *.html file, server responds with either a 403 error, or can’t find page. Refresh does not work on page. I have to delete all cached pages, type in the full URL to get page to be updated and sometimes still get the 403 error.
