how would you go about designing and implementing a security system for a website that only uses a password in a db for authenticating a user?

any ideas/suggestions will help

Place the file on an file server that is shielded by a bastion host. The bastion host would require a user account and a password that would only allow access to the one file.

This is a concept known as a "reverse proxy server."
