Weird ICONS on ME Desktop and Start Menu

I have a disabled client with AN HP Pavillion with a 667Mhz CPU, 64MB RAm and a 20GB Hard drive running ME.

The problem is that the ICONS on the start menu are incorrect and all of the shortcut Icons on the Desktop have a purple book with a ? on top of them. Even if I create new one the book with the ? comes back.

All the programs seem to execute correctly but this person knows how to get to her programs by the Icons and now since they are all books w/? it is hard for her to use the computer.

Is there a way to fix this without having to do a restore of ME and then reload all the programs?
