weird juggling of win98 and win2k

this problem is driving me crazy. my computer is set to dual boot between win2k and win98 through win2k’s boot loader. somehow, the io.sys file of win98 got displaced and now everytime i run win98, it says non-system disk error. pressing f8 allows me to boot into win2k. when i try to boot into win98 by transferring system files from a boot cd, it boots ok but then the boot loader is gone and so is the ability to boot into win2k. running norton antivirus 2001 and restoring previous boot record allows me to run win2k but then win98 stops running. well, u get the idea. can someone please tell me how to place the io.sys file towards the front of the bootable partition so that it stops giving non-system disk errors and allows me to dual boot between win98 and win2k as before. i just don’t want to install win2k all over again.
