Weird problem with mouse

Hello,

I built a computer recently and installed Vista Ultimate. I am running a Dell Bluetooth Mouse \ keyboard on it but the same problem occurs when I remove the bluetooth and attach a USB key \ mouse.

After the computer has been under any kind of load (even viewing YouTube videos), the mouse no longer responds correctly. Basically, it’s in slow motion and “floats” to where I move it, but since it doesn’t move in “real time”, it’s really hard to control. Often it floats past where I have stopped the mouse and is very diffucult to use. After I close whatever application is causing the load the behavior stops. Processor utilization is NOT up, the computer is dual-core (specs below) and a pretty fast machine.

I can’t figure out what is going on.
Anyone have any ideas?
