welcome to windows

whenever i log on to the network, the welcome to windows 98 screen always appear even if i uncheck start this everytime it starts.

I cleared out all the guest accounts in the global groups on the server that may cause this, i cleared out the startup section for this to start, i cleared pit the icon from prgm, accessories, system tools and i still can’t get that welcome screen to go away.

Is there a way to remove that startup screen from win.ini, sys.ini, or whichever way?! Please help.
