What about the cost of saving cost?

I am working in company whose management wants to save cost at any cost. This includes cost-savings at some critical areas like network administration & security. I am forced to work with this situation, as the upper management is very much IT irrelevant. What am I suppose to do in order to convince management about not to save cost for these critical areas?
